@BlueRoseEnigma When you uninstalled and reinstalled, did you keep your existing Sims 4 folder in Documents\Electronic Arts? If so, please move it to the desktop; when you launch the game, a clean folder will spawn with no content. Don't add anything to the folder, just load a new save, play for a bit, and see whether you can save. Let me know either way.
Please also check whether you have OneDrive enabled and set to automatically sync the contents of Documents with cloud storage. Here's how to find the setting:
When I uninstalled and reinstalled the game/origin, I didn't keep my existing Sims 4 folder/saves in Documents/Electronic Arts. I moved it to an completely other hard drive for safe keeping. And I did start a new game but the saving option still wasn't working.
Also I don't have OneDrive on my computer.

@BlueRoseEnigma Please try playing in a new admin user account on your laptop, just as a test. Let me know whether you can save your progress.
If you can't, please run a dxdiag and attach it to a post.
