That looks fine. There's newer graphics drivers though Try updating those.
Is it only the spice festival or also other festivals ?
What happens if you start a new game for testing purposes. Do you have the same issue (don't delete your current one, just test on a new one to find out if it's the save or the game)
It always happens when there are too many sims in one area. I also tested it out in another save to see if it was the spice festival.. its mainly all of them when there is a lot of people ☹️
