Maybe you can try to Reset your PC and not to reinstall your OS.
Rather than relying on system image backups, most people should just use the “Reset this PC” feature to restore your computer to its default operating system state. This also replaces the need to ever reinstall Windows — just tell Windows to reset your PC and it’ll go back to its factory default settings.
Resetting lets you choose whether to keep your files or remove them, and then reinstalls Windows. To get started, go toSettings > Update & security > Reset this PC > Get started and choose an option.
I am having the exact same problem. When i got the Sims 4 on game time it worked fine, but as soon as i buy the full game i get this error and can't play. I've been on live chat with 2 advisers and neither of them have been able to solve it ☹️
First go to C / Program Files (x86) / Origin Games
Once you are in the Origin folder go into your Sims 4 Folder / _Installer /DirectX / redist
Once you are in this folder you will notice a bunch of .rar's.
Delete ALL of the .rar files OUT of the redist folder.
DO NOT DELETE: DSETUP.dll, dsetup32.dll, or DXSETUP.exe
Once the redist folder only has those 3 files that you DIDN'T delete are left, go back into Origin and hit the "Ready to Install" button again and i think you should by fine.🙂

you need to press the key combination: “Windows Key + R”; In the “Run” window, type the message “msconfig” without quotes; -you need to left click on the “OK” button; Select “General” tab, from the toolbar and chose the feature called “ Selective startup”; -uncheck the box found in the left of the message: “ Load startup items”; Select “Service” tab, from the toolbar; -check the box in the left of message: “Hide all Microsoft services”; Left click on the “Disable all” button, found on the lower-right side of the window; Left click on the “OK” button; -a new message box will prompt on your display. Left click on the “Restart” button in order to restart your operating system.
NOTEsave any open files and close all programs before restarting your computer.
