@jjkiaa44659 Did Steam actually download 18 GB of data? Often enough, Origin will say it's downloading the entire amount but then only check that those files are present before downloading and applying a much smaller update. I don't have the game through Steam, so I can't check whether it works the same way, but it's entirely possible.
If you're not sure how much space Sims 4 currently occupies, you can check: open the game's install location, which for Steam games is usually:
Program Files (x86)\Steam\steamapps\common
Right-click on the Sims 4 folder and select Properties.
