Toddlers - Skin Details - Freckles - Not Working!

Toddler SKIN DETAILS -- i.e., FRECKLES, do not work. I try to add freckles to my toddlers, and as soon as I click another sim in CAS, the FRECKLES are removed. I removed all CC and started a new game...

I just tested this in my game and have no issues

Is this one you create a new family in CAS or are you using a cheat ?
