Tested without mods/fresh install folders.
I have determined that, at least in my case, this is an issue with the UI Scaling options. If the UI scaling is left at the default value (press Reset to reset it if not), this glitch does not occur and goes away immediately. If the value is changed anywhere from the default value, abnormalities with these transparent bars in CAS reappear to varying degrees of severity.
This happens even if you only move the slider a tiny bit larger or smaller, much less than the suggested limits as prescribed in the options menu.
It would be helpful to fix this issue with the UI scaling in the future, as when played in lower resolutions the smaller UI options (within the game's suggested acceptable limits) are convenient.
