Thank you. I tried but it's in front of the apartment building near the public lot that can't be edited. And the outside area in front of the apartment can't be edited as part of my sim's property either. Is there a cheat to edit non-editable areas?

If you are not opposed to using Mods a combination of two Mods may help MCCC and Twisted Mexis All Cheats mod. I can not link to Mods here but they are easy to find using Google.
