If you had to create a mod folder, I would probably perform a repair on the installation first. You shouldn't need to create a Mods folder in the Sims 4 directory.
Can you provide the file path you are creating the Mods folder in?

@burin077 is right. You placed the mods folder in the game installation folder instead of the current game folder in the Documents where the mods folder is located. You should put this mod there. Today, immediately delete this folder from Program Files (x86) and paste the MCC mod into the mods folder created for you by the game in Documents.
Unfortunately, I didn't note your information that you created the mod folder yourself. Sorry.
Path to this folder in Windows 10 :
Users/User/Documents/Electronic Arts /The Sims4 - (inside are: saves folder, mods folder and so on...)
Click on "This PC"
Then click on your C Drive, which looks like this for example -- Acer ( C : ) (Without spaces) --
If you've clicked on it, then you'll see a bunch of folders, Some with program files, etc..
Click on the folder that says 'Users'
Then once you've done that, click on the one folder that has your PC's name on it, then click on Documents after the PC's named folder, once you've also done that you'll be directed to some more folders, Click on Electronic Arts then Sims 4
