sixtiesbaby62 Your computer has several Documents folders, as you're seeing, but only one is designated as the directory for a given user. Sims 4 tries to use whatever location Windows says is the directory, and there's no way to tell it to use a different folder instead. So moving your user data elsewhere without doing anything else will simply hide that data from the game.
When you allow OneDrive to sync your data, it sets the directory as C > Users> your username > OneDrive > Documents. You can change the directory to a different location manually if you want, with or without getting rid of OneDrive entirely. Telling OneDrive not to sync Documents, whether you get rid of it entirely or just let it sit there, should move the Documents directory back to C > Users > your username > Documents, but use the reg query command in that guide (ctrl-F to search for it) to confirm.
Once the location of the Documents directory has changed, you can place your Sims 4 data there and the game should read it. You can place the data in the desired location first if you want.
