Unable to level up Vampires?

I got to Master Vampire, but I'm stuck on Level 5 in the Vampire Lore. I've exhausted the computer option, but my only option is to purchase Encyclopedia Vampurica volunteer Volume 1. Which I've read, my option is to just re-read it. Is this a bug or am I missing something?

How many percent of skill level 5 do you have ?

Does it advance at all if you continue reading the book or do they just stay at the same level ?

Someone in the german section had a similar issue: http://answers.ea.com/t5/Die-Sims-4/Vampirfahigkeit-erhoht-sich-nicht-mehr/m-p/5849141#U5849141 and for them the reading the book was stuck.

Try if repairing the game unstucks that or if you can sell the book and buy a new one.
