Your graphics drivers are from 2012. There should be newer ones. Go tot he AMD website to updated instead of through Steam.

Your card is a bit under spec, so you might be out of luck, but check that first anyway.
@cherps Check your Optimus settings, I suspect that TS4 is trying to use your onboard chipset rather than the meaty 770m that you have installed.
Midgradzero and Torriluvssims, try the update/card priority steps mentioned in the thread, and please post a dxdiag as others have if your issue is persisting.
Your computer seems way below minimum specs, especially as far as the video card is concerned.
You may try this tool to update your drivers and see if you get better results once your drivers are up to date, but logically your computer should not be able to run the game at all: http://support.amd.com/en-us/download/auto-detect-tool
You would have to upgrade your computer or possibly get a new one to be able to play.
