@KpoppyJ Below the text field where you type a response, on the right side, there's a paper clip icon and a button that says something like Browse or Select File (depending on language). Click that button, navigate to your dxdiag, select it, and it will upload and be attached to the post you write.
Here is the dxdiag.
@KpoppyJ There are a few different errors in your dxdiag, but none that would directly explain the issue. You should definitely disable the Origin Web Helper service though. In Origin, hover over your username and select Application Settings. Under Application (the first tab), scroll down to Start-up options and turn off the web helper service.
Disable Origin in-game as well. In Application Settings, there's a tab for Origin in-game where you can just turn it off. You can also disable it only for Sims 4: right-click on the game's icon in your Origin library, select Game Properties, and uncheck the box. Sometimes it's necessary to change both settings.
The other suggestions require admin access to your computer. Aside from changing the Controlled Folder Access settings, you could also try running both Origin and Sims 4 as an admin, as in, right-click on each shortcut and select "Run as administrator." But depending on how your computer's security is set up, you might not be able to do this either.
If you can't get the admin to change the settings for you, there aren't many other options. I can still list a couple of things to try, but they're more of a long shot than a probable fix.

@KpoppyJ Yes. But while you're at it, it's a good idea to also disable the web helper service in Windows. Hit Windows key-R and enter "services.msc" without quotes. In the window that appears, scroll to "Origin Web Helper Service," double-click, select "Disabled" under Startup type, and click Apply.
What do I do after that?

@KpoppyJ Then you'll need to get permission to change the Controlled Folder Access settings. Now that you've addressed the other potential issues, there's not much else that could be causing this issue.
How can I change the permission to it?
