I've added those exceptions but still no change.

@PrincessBabyx Try deleting GameVersion.txt, in Documents > Electronic Arts > The Sims 4. If that doesn't help, move Options.ini (in the same location) to the desktop. This will reset all your in-game options, but hopefully you'll be able to activate mods. If not, and you don't want to redo your other options, delete the new Options.ini and restore the old one.
If the above doesn't help, please let me know whether OneDrive is running on this computer, even if you never use it.

@puzzlezaddict I've tried deleting and removing the options but still no luck. Yes I have one drive but I don't use it.
