@sarahkate513 More questions are always fine. It's easier to wait and get it right the first time rather than accidentally doing the wrong thing and having to clean up the mess later.
I didn't suggest emptying the recycle bin because I wanted to make sure Sims 4 worked first. So please install Origin, run the repair, and try to launch the game. Let me know whether it works. There's no need to delete the program files unless you have more trouble.
Your user data is stored in Documents\Electronic Arts\The Sims 4. This folder isn't supposed to get deleted when you uninstall the game's program files, but it does happen sometimes. It's always best to back up this folder before uninstalling—move it to an external drive if you have one; otherwise to a directory not in Documents, i.e. your desktop or somewhere else you've created for backups.
@puzzlezaddict I'm kind of confused. So, as we've discovered I already have The Sims 4 Program Files located on my PC. I just installed Origin and when I right-click on The Sims 4, my option is to download it and it asks me to choose an install location. Will this present a problem?

@sarahkate513 Right-click on the Sims 4 icon in your Origin library and select Locate Game, then navigate to the game's program files.
If that doesn't work, then yes, click Download, and select C:\Program files (x86)\Origin Games as the location. Origin should start to download, see the files already there, and just verify them.

@puzzlezaddict I located the game and it takes me to an existing Sims 4 folder on my device. Do I click 'Select Folder?'

@sarahkate513 You want to select the Origin Games folder, as you would if you were installing the game without any files present.
