Uncontrollable mouse

Steps: How can we find the bug ourselves? (reinstall the game and the graphics driver to remove the mods)
What happens when the bug occurs? (uncontrollable mouse (freezing and mowing)
What do you expect to see? ( smooth mouse movement)
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Window7, 8GB Ram, GeForce GTX960. After installing the latest sims4 package, the game can not be played. The mouse became almost uncontrollable, chopping and freezing. I've reinstalled the graphics driver. I uninstalled the game, cleaned the registry and removed all mods. I have reinstalled but no result. Still the same problem.
