@xTegs Are your packs downloading at all? If not, try clearing Origin's cache:
https://help.ea.com/en-us/help/faq/clear-cache-to-fix-problems-with-your-games/
If that doesn't help, you can try uninstalling Origin "the hard way" and reinstalling:
https://help.ea.com/en-us/help/origin/origin/manually-uninstalling-origin/
It's also entirely possible that this is a server side issue, as EA has released a new TS4 pack and a new Star Wars game in the last couple of days. In that case, you'd just need to be patient (I know, not what people want to hear).
For the crashing, do you get a BlueScreen? Does your PC shut down, or does it restart? The first place to look for errors is in a dxdiag; you can attach one directly to a post.

Packs are downloading, but that error pops up after every install. I haven't tried playing yet but I worry cos errors SUCK.
I cleared out my cache already, but I've attached the DxDiag.

@xTegs None of the errors (some of which are probably harmless) in your dxdiag have anything to do with Sims 4 or Origin. This is important: Does your PC shut down when it crashes, or does it restart? Have you seen any BlueScreens?

It completely shuts down then restarts itself. No blue screen at all.
Everything has to restart again once booted up.

@xTegs That makes a hardware issue more likely. So some hardware monitoring is in order. You can download hwinfo (free) from here:
https://www.hwinfo.com/download/
You don't need to install it; just download the portable version, unzip it, and launch it directly from Downloads. (If you do want to install, be sure to click the green button, not the orange one.) First, restart your computer, wait a couple of minutes, launch hwinfo, make sure it's set to sensors only, and click the icon that's a sheet of paper with a + sign to start logging. Wait five minutes, then launch Origin and TS4, and play for 20 minutes or until your PC shuts down. You can stop the logging by clicking the same icon.
The log file can be uploaded in .csv format to a third-party filesharing site (leave the link here). Or you can change it to .txt format (just log.txt, not log.csv.txt) and attach it to a post here; I don't think it would be too large.
