Explore the dvd device and look for a file setup.exe. Double click this file and that should start the installer. You could register the game on Origin (you'll have to do this anyway) and download the game from Origin. Be aware it is a large download and will take some time depending on the speed of your internet connection.
add: There is a file on the dvd Setup and the type is application. Double clicking that should get the installer started.

Theres no such file, what you can see on the pictures is the only things that appear

There only, an image, a zip file that can´t be opened and some weird text.

There is not an aplication or a .exe inside the disk that i can use to install the sims. HELP PLEASE.

That looks a bit weird, do you have a legal copy of The Sims 4? Was it in a original box with foil around it?

Is the dvd dirty? Did you register the game on Origin? Once the game icon appears in Origin and on the page with the product number (it's letters and numbers) and on the top right it should say install. Part of the install should have you install Origin (if it isn't installed already) and enter your game code. There are 2 application (.exe) files on that dvd. Autorun and Setup.
What operating system do you have? Did you update from Windows 7 or Windows 8? Do you have a pc or Mac? You could use someone's computer that can read the disc and copy to a usb thumb drive and install from the thumb drive.
