VCRUNTIME140_1.dll was not found, have tried everything, please help

I really need help, I bought my first EA game today, Sims 4, after downloading it on steam because i received it as a gift, origin automatically downloads and then i try to run sims 4 and the error message reading: "The code execution cannot proceed because VCRUNTIME140_1.dll was not found. Reinstalling the program may fix this problem." So after some googling, the first thing I try is uninstalling and reinstalling sims 4. Same error message comes up, so then I google some more and find threads saying it has to do with https://www.microsoft.com/en-us/download/details.aspx?id=48145, so i download both of those files and repair both and uninstall and reinstall both of them, nothing works, same message every single time. I went through steam and checked game file integrity and it was fine so I have no idea what to do at this point. Would appreciate help, I also have a 64-bit operating system and just got this laptop this year, if you need anymore info let me know.
