I fixed it!!!
Here is what worked for me...
Steps:
- Un-install the game, be sure to create a backup of your saved game files (see below).
- Reboot the computer.
- Re-install DirectX 11, you can find it here http://www.microsoft.com/en-us/download/details.aspx?id=35
- Reboot the computer.
- Re-install the Sims 4 and all updates.
Backing Up Saved Game Files:
In your "My Documents" folder you should see a folder in there called "Electronic Arts" and inside of that folder you should see a folder named "The Sims 4". You will need to make a copy of that folder, if for some reason you need to restore your files just copy the backup to the original location.
