WASD panning not working

Title already says, the Keys don't seem to be working. Neither can I pan with the arrow keys. All the other shortcuts seem to work fine except the 'putting an object higher/lower' and the panning. 

I've already tried repairing the game, turned off Origin In-Game removed my few Mods (just downloaded the game on my new PC so I really didn't have too many) and cleared the cache. Also tried to look into the Win10 Keyboard setting to maybe see if it is a wrong layout but it's the right one for my keyboard (German keyboard and it uses the English(Germany) Layout) 

This isn't too big of an issue, everything else works fine, it is just really annoying because I'm so used to using the keys to pan around.
