I am having a similar issue, except it's very random and not limited to build mode.
I bought this game Feb 23rd when it came out, installed it. My computer is a gaming machine, high graphics card and lots of ventilation and fans. I can sit at it and stream TV shows/movies for hours and it doesn't have issues. However, I can play the Sims 4 anywhere from 5 minutes to 30 and it will suddenly go from cool and fine to jumping up in heat and needing all the fans on. Then it puts itself to sleep.
Things I've done:
1) No mods/CC, ever on my games (just putting this out there)
2) repaired game - apparently if I repair the game, I can play it fine. I shouldn't have to repair it every time I turn it on
3) set affinity for ts4.exe from 16 cpu processors to 1 (the graphics then pay a praice) and up to 8 which then is a little laggy at times, but the graphics seem ok.
4) turned off Origin in game
5) turned off Origin maximizing after game closing
6) searched far and wide on the internet for an explanation...
my previous computer was NOT a gaming machine, WAS using Win 11 just like this machine. No issues. All my drivers are up to date. I have updated windows fully.
I'm at a loss. My tech guru of a husband is also at a loss. He is now suggesting going to Best Buy's Geek center for help.
I should note, I've had this issue with one other game, so thought it was Origin at first ... Dragon Age: Origins. I can play that game when I repair it too but haven't played it much. The other DA games seem fine.
As for the Sims, I play this the most and would love to know what else to do. Is it a bug with the pack?
I'll try playing without the pack, see what happens. Ultimately, tho, any other suggestions would be great.
@SiluialYeah I've tried all of that and i'm still having issues. It has to be a bug or optimization issue with the pack. I remember at one point father winter in winterfest was causing some crazy ram and cpu issues too that had to be patched. It's still definitely laggier than before the pack install during gameplay in general, but it's not extreme until I go into build mode. Currently I have to play with my case open to allow enough airflow for my components to tolerate it just barely enough that it won't overheat.
