Why cant I except the User Agreement

I am on a Windows system. When I try to download the free markers sets. the top of the screen reads "You are buying a license to access digital content per the EA User Agreement. Legal disclosures and terms of sale apply."

When I follow the links for User Agreement and Terms of sale it goes to the web. However I see no button to except. I also do not see a link in the game to download content.

What am I missing?

markrose365 The website is only to show you the terms of service. You're supposed to accept them within the game, or on the purchase page if you're using the web store. Do you not see a button there? If not, please post a screenshot of what you do see.
