Why can't I hire a butler in Sims 4, and why are my travel screens not loading?

I have no butler option in the hire servcice. I have unistalled and reinstalled. taken out mods. added them back. repaired the game. and nothing has worked. I still can't hire a butler and when i try and travel to go on a date or get invited out the screen never loads into the lot.
