Why can't I move Sims 4 from my C drive?

Why can't I move Sims 4 from my C drive? Every time I try to move it to a new drive it keeps going back to my C drive when I open the game again. I've gotten to the point where I have deleted anything related to the game off my computer other than a backup cc mods folder. I have made sure when installing that I put in the path to the drive I want it to go to but it still won't work. I even tried to hook it up to Steam hoping that it would be with my other game files in the correct drive (my Steam files are in the drive I want the Sims files to be) but when I look in the Steam files it's not there. Someone, please tell me step by step what to do.
