Why can't I run the Sims 4, when Can I Run It says I meet the minimum?

I'm using an Acer Aspire model 5560G-Sb448, which has a AMD set of chips. It has: Quad-core processor A8-3500M, Radeon HD 6740G2 which has 1 gig of dedicated VRAM, 6 gigs of DDR3 RAM, and the hard drive was recently replaced with a 1TB drive. Now, I'm using the Steam version of The Sims 4 Deluxe Edition, but without any additional expansions. Hopefully. Hard to tell with Steam, but I did click the "Manage DLC" button in Steam, and unchecked all of them. Anyways, I have installed The Sims 4, and go to open it... only to get a "your video card cannot run The Sims 4" type of message. Am I doing something wrong, other than the Driver for my graphics chipset registering the thing as an AMD Radeon HD 6640?

    Would you mind if I PMed you when I'm ready to buy a new PC? Oh, and with Canadian prices, you should probably assume there's at least a 10% tax on items. It varies depending on which province/territory you live in, but 10% is the bare minimum thanks to the federal government taking a cut. Here in Ontario, the tax on each dollar is 13%. I think in Alberta it's around 15%, but don't quote me on that. The only reason I'm mentioning it is because that one you link came out to an estimated $1,388. I mean, if I had a credit card, I might've gone for it, but I only have debit because of issues with overdraft. I have good enough credit for a credit card, but I'd rather not go further into debt. I still have to pay off my first smartphone, after all. Anyways, thanks for the help. If I get your permission to PM you, I'll send one off right away so I have it available for 7 months from now. (I take $200 every month, and set it aside. Right now, it's being used to pay back my grandmother.)
