Willow Creek retail store doesn't operate

I created a Nursery in Willow Creek using the Museum that was there. I changed it to a Retail lot and added all the necessary items including a cash register and sale items. It operated for the first day at a profit. The next day I sent my sim back there but it says there are no funds, when I try to transfer funds across it will not work. I am unable to open the store without funds and therefore cannot operate the nursery. I have since placed the same lot into Magnolia Promenade and have been able to operate the Nursery here without a problem. Did I do something wrong to start with or is this a glitch??
