Yes, you set the resolution in Windows.

You cannot honestly expect someone to change the resolution of their screen in windows everytime they want to play sims 4 without having to have a magnifying glass in one hand.

Reducing the resolution will make things appear bigger not smaller. You can also change to run the game fullscreen (not windowed) then you can set the resolution in the game.
