Woohoo and try for baby option isn't available

I started a new game with a teenager. She was dating Kevin Puri through High school. I aged them both up through a cake. They're currently married. However there's not an option to have them woohoo. 

I don't have mods. I have the latest update and I own all the packs. 

I've repaired the game. I've looked at their romantic settings and all the other settings in Cas and nothing is out of the ordinary. I've moved them to a different lot. I've reset both of them. Yet the option is not available; not in the romance - physical - menu, not on a shower, a sauna, ... anything you can think off where these fine young people can woohoo aren't able to woohoo or try for baby.
