Open districts should be an option.
For real when they said they were ditching the open-world from the Sims 3 I was happy because at the same time they said that they were going to seperate the worlds in districts. I was so excited because I assumed those would be open-districts with actual gameplay between neighbours and interaction between houses and lots in the same district.
