How to make the sims 2 ultimate collection work with japanese locale?

It is very annoying to have to switch from Japanese Locale to USA locale just to play the sims 2 ultimate collection. Most of the programs on my computer are Japanese and won't work unless I have my computer in Japanese Locale. The sims 2 ultimate collection won't work with Japanese locale. It's annoying. Anyone got a fix for it? I tried to do what was listed in http://answers.ea.com/t5/The-Sims-2/SOLUTION-No-Neighborhoods-to-pick-from/td-p/3156388 but I couldn't do what it said to do as there was no tm to delete.
