Restoring houses into re-installed Sims 2 Double Deluxe & organizing collection icons

In the files I saved in my external drive (by just moving them manually) which the program creates when you install it; i.e., Collections, Config, logs, downloas, movies, neighborhoods, storytelling, etc.) there is no folder that contains all the houses I downloaded and installed prior to having my hard drive wiped clean.  I have had success in restoring many of the objects via copy & paste method; however, the houses are not showing up in my download folder.  Do they appear when I copy & paste the Neighbohoods back into the Sims 2 main folder?   Elsewhere in my filing system, I do have folders for each neighborhood where the unzipped houses are listed.  I tried the copy and paste method, but whenI go into the program and look at te bin where the houses are located, the ones I've tried to put back in are not there.

Second question:  I was able to organize and arrange my Collection icons before, but when I go into the game and click on the collection folder and all the icons appear, I only see Create and/or Delete.  Is there an update that I need to have?
