Sims 2 Ultimate Collection: Resolution/Smooth Edge/Flickering Problems

Hello!

So I've been having trouble with my game; specifically flickering while playing. I've looked up how to resolve this, along with enabling the edge smooth scroll bar and playing the game in a higher resolution (1980x1020), and edited my Graphics Rules.sgr accordingly. Unfortunately, this hasn't fixed anything and has now made it to where my game won't even launch fully. When I hit to play the game I am only greeted with a Sims-color blue screen that never loads. I made sure I edited in SP9 in both the Config folder and the CSConfig folder. I have also edited the texture memory as per someone's advice.

Before this, I was also dealing with chunky blue water in neighborhoods and horrendous graphics. Any help at all would be very much appreciated.
