Unable to import families or houses - Sims 1

I downloaded The Sims 1 Legacy today, and I have tried for the last several hours to import the Maximus family using a download. I put the family file (.FAM) in the UserData>Import folder. Boot up the game- nothing. The Import family option is greyed out. Okay, so I at least want the house in lot 4... download the house without the family. Put the House04.IFF file in UserData>Houses, and again, nothing. I was able to copy House01 from UserData2 into UserData as a test, successfully, but if I try to download any houses or families otherwise it doesn't work. What could I be doing wrong? Or is there a system issue? I was a master at this when I was a kid.. but now, it just doesn't seem like its working the way its supposed to?
