I recently stumbled across the same issue...
...and I FOUND A SOLUTION
you must add each other as friends on game centre - you can do this by going on settings (I have an iPhone - not sure if this makes a difference), and search "game centre"
there should be ab option to "add friends", tap on that and it should direct you to messages, simply insert the name of the person you wish to add (in your contacts, or their phone number) and send the message to them. they should receive it and have the option to accept the friend request.
once they accept, they will be added to your game centre friends list - you can check this on settings (game centre, then friends list)
in a few days your new friend/s should appear on your sims freeplay game (the free mobile game) in the party boat
now you can visit your friends neighbourhood and interact with their sims residents
