Can’t complete a Police workstation upgrade

Question

I started an upgrade on the forensics lab but the time isn’t counting down and when I press the complete button it gives me an ad for VIP status. I do not have ANY OTHER police workstations upgrading.

When I contacted tech support their reply was ‘Yes, you have to be a VIP in order to upgrade more than one workstation at a time.”
Well, duh!

I have tried sending my data to another device, uploading my progress to the cloud, restarting the app, restarting my device, uploading my game and deleting the app from my device.
Are there any other solutions?

are you upgrading a room in the Movie Studio lot, Hospital or Spa? Those are workstations too

I am upgrading the stunt room at the movie studio, but I have never had an issue with upgrading a workstation at the studio and a workstation at the police station at the same time before this.
I tried waiting until the stunt workstation had finished upgrading, then pressing complete, but that didn’t work.
