Can't visit neighbour's town

Every time I get a Sim to go to a neighbour's town, they arrive in the town with all of their needs drained (even if they were fully inspired right before I sent them). It means that the second they arrive at the property they immediately automatically go home and I can't do anything to keep them there, and can't do any of the SP quests.

Is anyone able to help?
