In order to reach level 67, I had to build a residence...I have built 3 residences since reaching level 66 and I never get a checkmark next to the task. I've completed all the requirements, but the game won't acknowledge it and I'm trapped on level 66.
When I got that task, tapping the green button gave the information to either build on Mysterious Island, in Downtown or the Main Town part to reach the required total of 38 residences.

Mine doesn't say anything about reaching 38 residences. It's not a required total. It's just the maximum available in those 3 locations. It just says to build a residence. I did. Nothing happened. I did it again. Nothing happened. I just built a 3rd residence and nothing happened again.
Your screenshot clearly shows that you have 37/38 residences. The task will complete after finishing a residence build in one of those locations.
