I'm level 27 and vip 11. My neighborhood sim cap is currently 23/24. I just advanced to vip11 and was expecting sim cap to raise but it didn't. Also, is it normal to advance levels with unfinished tasks on previous levels? TIA
VIP 11 doesn’t show an increased Sim cap. You’ve unlocked one Sim slot at VIP 10 and the next will be unlocked at VIP 14. The first 5 lines show the new perks, the lines below show the perks you’ve already unlocked at former VIP levels.
I’m not sure if I understand your second question. To me it seems not normal, if a player jumps to the next level without completing tasks for the current and former levels. But the requirements repeat. E.g. if you have unlocked a Sim slot by leveling up, the level up task box will probably show one task “Add a Sim”.
