I use an iPad and this is a daily issue with neighbors..
so much so that once I have a sim visiting for SP I only visit from their pic menu and not with the map option.
when all my fb friends and neighbors disappear I click the lower right three dots for the menu

then close out and delete the app then go into the apps big A click my profile pic click Game Center then reload Sims FreePlay.
majorly a pain in the rear but it’s the only way I can visit and do SP tasks. Once it’s reloaded I can pop in and out of several friends neighborhoods for a bit until I have a long task to settle in with.
Also be careful and check when the last save is before deleting the app. It took me losing everything from house builds to event completions to lost all my lp not seeing that the last save had been two days before I reloaded it unsaved.
