How to get 3 star rated diving board?

Title question - how to get 3 star rating diving boards? Once you complete the diving hobby for the first time you can buy diving boards, but it's only 3 of them and they are all 1 star and not cool. How can I get other ones?

    There are no two or three star diving boards. The diving boards that are in your home store are your only choices. The star choice on the diving board does not affect the quality of the dive.
