level up metro police

I have asims that is level 6 metro police officer and it won't go to level 7 . How do I get it to work ? I have had the sims work several times after it is 100 % but it says help 2 important sims ? What does that mean.....  help please ?

    For your sims to level up you need to get all the orange badges filled as well as getting to 100% on the level bar. An important sim is one with a pink question mark over their head.
