I'm sorry to hear that you are having trouble with this quest trust me I was in the same boat once. I would like to give you some advice that helped me gain all of the hair styles. First it is a good idea to have one or more Sims master the hobby before the event even shows up, second have every available adult SIM that you have competing in the event that will increase your chances of getting it greatly, third a good pattern to go by is 10 minutes until you get nothing but the same ones then move on to the hour and do the same thing, fourth just keep doing the hour until you go to bed or won't be able to look at your phone for a while then do the 9 hour one which will hep your Sims level up faster which will also increase your chance of winning.
