My baby's 'toilet' tab

The answer?  It has to go all the way empty, then the baby will wet itself, and hygiene goes down.  You then an adult needs to change diaper, toilet and hygiene go back to full.  Done.

You can't *make* a baby go to the toilet.  (Much like real life!)
