Obviously it’s a mistake in the game, starting with the current update.
(I played this quest while “Summer Vacation: Make a Splash” and could just buy the globe.) At level 10 there’s no location that includes the globe.
In this case you need help from Online Support:
In your game tap the three dots at the bottom right ->Info -> Online Support and then the square talk bubble on the upper right.
