There should only be two working at the station at the same time. If you have three there then it's a glitch.

When I try to send a second sim to work in the police station a pop up comes saying that the sim can only work off site Ii only hav One sim working there what can I do to solve it please ?

Are the sims in the same specialty such as both are detectives or both are metro officers? You can only have one detective and one metro officer working at the same time.
