Outdoor decorations can no longer be put indoors?

I'm working on a houseboat and can't put the ship's wheel and throttle inside a room on the third floor. They have no problem being placed on a balcony on the same floor. I know they can be inside because the houseboat was the Pint-sized Prince, which came with these decorations inside a room. Does the new update mean that I can no longer place these items inside, because that's ridiculous and needs to be fixed ASAP.
