FB is the only game connection that works on Android so if you want to transfer the game you need to connect it through FB

You can probably use the browser to log in to FB and won't have to download the app

I wish FreePlay were like TheSimsMobile, with more connections, EA, FB, GC, Twitter but it is not

So you need FB to transfer The Sims FreePlay to another device
