Make sure the baby sim is the one that is slected (has the plumb bob over his head). The click on an adult sim. You should get a selection "cry for sim."

i hve tried this many times but does not work

I'm having the same problem. It's on the kid, and no matter who I click on, it's not one of the options. I've tried with people the baby knows and new ones, I tried when he's inspired vs if I let him get unhappy. There seems to be no solution. I feel like it must be an easy answer because no one seems to have an answer.

I attached a screenshot in case that helps. Any suggestions?

In your screenshot that is a toddler sim. Your need a baby sim to do this quest.
