Helping the 15 or 25 sims is a bonus and just gets you extra resources. You still level up in the job even if you don't make the number. Each job has different time limits and different requirements for helping NPCs. It is meant to be harder at the higher levels as you open more workstations. Even the hospital job with its 12 hour work day and 15 people is hard to help the 15 sims to get the extra resources at more work stations are opened.
