Sims Freeplay - Stuck on Balconies

I'm playing Sims Freeplay on an iPhone 6. I am near the end of the Lovey Dovey balcony quest and I need to build the first balcony. I go to home with 2 floors, go to the home store and the pointing finger guides me to the orange balcony button - however when I tap that nothing happens. Move and Sell, Pools, Rooms, Patios and Floor Construction are also highlighted in orange but only Move and Sell does anything when you tap it.

I have tried killing the game and restarting the phone. Any ideas?

Thanks for the reply. In the end the resolution was as follows:
- go to other houses/locations, do actions with SIMs (basically following another quest, weekly tasks, hobbies)
- went back to two storey house and tapping the balcony button now worked.
